Apparently they've raised £20m to invest in the squad with the aim of reaching the Prem. That's not as much as you think - that's three years (minimum) to get to the Prem, including transfer fees, wages, agents fees etc. Contracts will have clauses, wages/fees will increase in L1 and the Championship. When you see the sort of money Championship clubs (and even some L1 clubs) are spending in a single season it's not massive money anymore. Expect they'll be a force in L2, and reasonably competitive in L1, but after that who knows.
Colchester on the other hand, I have no idea, very little info on their new owners.
