There seems to be increasing numbers of people being attacked by dogs and injured or even killed. Is time for the reintroduction of dog licences ?. So that the registered owners of a dog involved in these attacks can be held responsible.

Is there a justifiable case for the owner of a dog that kills to be charged with involentary manslaughter ?

Thoughts.

It is a good track from my favourite Floyd album 'Animals'. Some great lyrics on it. Ending with 'dragged down by the stone'. Tells of the (ultimate) futility of participating in corporate greed.

In answer to your question....I can see that being a bit difficult to prove ('beyond reasonable doubt' is the phrase I believe.) I don't know what the existing legislation is like. Are there hefty penalties anyway?
