That can't be right, surely. It should be three plus Bury relegated / gone this season. Whoever finishes 19th will feel justifiably pissed if they end up in League Two because of all this.
Plus five promoted from L2 would mean one team finishing 8th and still being able to go up. It just seems like the far sillier option.
Yes, your suggestion looks right. I took the above quote from a Guardian article.
But efl rule 12.2.2 says that the expelled club(s) count as one of the 4 relegated clubs.
