Could have done tonight, rapidly approached a cyclist wearing all black clothing with no lights on a what appeared to be black bike with no lights

Couldn't see through the hoodie if he/she was wearing a helmet

I came across one of the shopping robots waiting at a crossing in Bletchley. So what then ?

As far as bikes are concerned, they shouldn't be on the pavements to approach the zebra crossing like a pedestrian, anyway.

Not really an issue in MK as I can't think of any Redways that lead onto zebra crossings. The only bike-permitted area where you'd ride over a zebra crossing that I can think of would be across the bus lanes in front of the train station.

Motorists are not legally required to give way to pedestrians waiting at a crossing, only to those on a crossing. That many do is because we're not French rather than because we're legally obligated to do so.

So the answer to the OP is no, on two counts...
a: its not a pedestrian
b: even if it was a pedestrian, it's not yet on the crossing.
