They're not completely infallible. I've just got back from Amsterdam where the (otherwise excellent) public transport app allows you to buy a QR-based travel pass. Works extremely well... except when the reader won't read your code because there's too much reflection on your phone, and you're holding up a load of people trying to get off a tram - as happened to me yesterday afternoon.
Same with cash - there should always be a non-tech or low-tech option IMO. Going down the road of putting absolutely everything in someone's life into a smartphone is putting too many eggs in an easily lost, stolen or broken basket.
